At the time of his death, Baker was Minister of Finance and Minister of Aboriginal Affairs in the Executive Council of Nova Scotia

. He was also the minister responsible for Part I of the Gaming Control Act, the Utility and Review Board Act, the Securities Act, the Insurance Act, the Retail Business Uniform Closing Day Act and the Credit Union Act.

Previously, Baker served as Minister of Transportation and Public Works, Minister of Justice and Attorney General and chair of the Treasury and Policy Board.

Prior to his political career, Baker practiced law at Hennigar, Wells, Lamey & Baker in Mahone Bay and Chester and as a solicitor for the Town of Mahone Bay

He was past president of Lunenburg County Barristers Association, member of Nova Scotia Barristers Society Council and was appointed Queen's Counsel in 1999. He was Director of Marine Atlantic.

Baker succumbed to cancer on March 2, 2009, at his home in Lunenburg, Nova Scotia
