. While in government he was First Vice-Premier. In his capacity as Vice Premier, Li was responsible for national education policy. He is the author of "Education for 1.3 Billion: On 10 Years of Education Reform and Development." The book has sold more than 750,000 copies in China and has been translated into English.

Early career

Early in his career, Li was part of the launch of China auto industry and later held positions in the First Ministry of Machine Building Industry and the State Economic Commission.

Li was involved in opening China up to the world from 1978 on. In this role, he was responsible for foreign governmental loans at the State Foreign Investment Administrative Commission.

Li also served as director-general of the Foreign Investment Administration of the Ministry of Foreign Economic Relations and Trade. He was vice mayor of Tianjin. Li was also Executive Vice Minister and then Minister of Foreign Economic Relations and Trade.

Later career

From 1993 to 2003, Li was Vice Premier of the State Council of the People's Republic of China and was a member of the Standing Committee of the Political Bureau of the 15th Central Committee of the Communist Party of China.
