Hall served 19 years in the United States Marine Corps

 and served in the support of the Iraqi War. While in the Marine Corps, Hall attended the Jungle Warfare School, the Combined Arms School, and the Staff Force Planning School. Hall has been awarded the Navy Achievement Medal, the Marine Corps Reserve Medal, and the Armed Forces Reserve Medal. Additionally, Hall received a Meritorious Unit Citation from the United States Marine Corps.

In 1986, Hall was recognized as an Outstanding Young Man of America. In 1997, he was awarded the National Association for the Advancement of Colored People

. Hall was reelected in 2008 after a landslide victory against Libertarian Justin Lallinger.

Hall currently serves on the State Economic Development Board, The Duke Medical Center Advisory Board, and been inducted as a Toll Fellow by the National Conference of State Governments.

At the beginning of the 2009 North Carolina Legislative Session, Hall was elected as a Majority Whip in the North Carolina House of Representatives.
