Schneider made an appearance at Blue Cross Blue Shield of North Dakota on October 1, 2008. He promises to be a "regulator first, politician second" and accused the current North Dakota Insurance Commissioner (Adam Hamm) of arbitrary rate denials that weren't based on financial reasons.
