He began his political career as an intern to State Senator James Lack and also worked for State Senator Martin Knorr. He worked for Suffolk County Executive (1986–1987) Michael LoGrande and served as a legislative aide to Assemblywoman Toni Rettaliata. Conte was first elected to the New York State Assembly in a special election on March 15, 1988, filling the position formerly held by Rettaliata.

Conte and his wife, the former Debra Ingalls, reside in Huntington Station. They have three children: Sarah Ashley, Jeffrey James, Samantha Irene.
