The 1.1 million DMS customers include state agencies, state employees, state retirees, universities, community colleges, and local governments and their retirees. DMS is a shared service provider that supports state agencies and state employees through Human Resource Support, Business Operations, and Specialized Services.

The Florida Department of Management Services oversees the state's Division of Retirement, Division of State Group Insurance, People First, Division of Human Resource Management, Division of Real Estate Development and Management, Division of State Purchasing, Division of Telecommunications, Agency Administration & the Executive Office.

Human Resource Support

DMS's Division of Retirement administers the Florida Retirement System (FRS) Pension Plan and provides retirement, disability or death benefits to retirees or their designated beneficiaries. The Division of State Group Insurance offers and manages pre- and post-tax health and welfare insurance benefits for active and retired state employees and their families. People First is the State of Florida's self-service, secure, web-based personnel information system and enterprise-wide suite of human resource services, and the Division of Human Resource Management works with agency personnel offices to develop human resource policies, practices, and strategies.

Business Operations

The Department of Management Services' Facilities Program, the Division of Real Estate Development and Management (REDM), is responsible for the overall management of the Florida Facilities Pool, as well as other state facilities and structures.

REDM has three bureaus throughout the state. The Bureau of Leasing administers public and private leasing and ensures that leases are in the best interest of the state. Leasing also oversees parking services statewide. The Bureau of Operations and Maintenance is responsible for the daily operations of DMS-managed facilities, and the Bureau of Building Construction oversees the construction of public buildings statewide, supplying project management oversight for DMS-managed facilities and for other agencies that may not employ the technical staff to perform these duties.

REDM is responsible for obtaining space for other Florida government departments. For example, it maintains state courthouses, formally leasing them out to the responsible court on an annual basis. In 2010, it leased space in a then-new building constructed for the Florida First District Court of Appeal

for $49 million, for $1.35 million annually. The amount of space leased to DCA was 77825 square feet (7,230.2 m²). It then had to find another state office to lease the remaining 20000 square feet (1,858.1 m²).

History

The predecessor to DMS was the Department of General Services, created in 1969, which also administered the Office of Executive Clemency. The Division of Administrative Hearings and the Florida Commission on Human Relations were independent entities attached to the Department for administrative purposes. The Department originally administered the state personnel system for the Executive Branch including recruitment, selection, job classification, pay, benefits, discipline, attendance, and leave; administers the Florida Retirement System; assists veterans in receiving their benefits; bargains collectively on behalf of the Governor with state employee unions; and administers health insurance programs for all state employees.

In 1986 the Career Service Commission was dissolved. In 1992, the Department of General Services was renamed the Department of Management Services, and the Office of Executive Clemency was transferred to the Florida Parole Commission. The Department of Administration was abolished and most of its functions were transferred to the new Department of Management Services. The Florida Commission on Human Relations was transferred to the Office of the Governor.
