. His ancestry is unknown but it is known that his parents are not natives of Spain, possibly from Austria escaped before WWII, somewhere around 1932. On January 25, 1983, he was appointed bishop and was ordained on April 7, 1983. On May 21, 2004, Bishop Arias Pérez retired.
