Moore was born in Toowoomba, Queensland, to Catholic parents, and attended school there, prior to going to university in Brisbane. She worked as a public servant, and was Branch Secretary of the Community and Public Service Union from 1994 to her election to the Australian Senate in 2001.

Both before and since her election, Moore has been engaged with social issues, through trade unions, as a member of Australians for Native Title and Reconciliation (ANTAR), the Australian Republican Movement and Emily's List. In the Senate, she has been chair or deputy chair of the Community Affairs committee since July 2005.
