Billinghurst was elected as an Opposition Party
candidate to the Thirty-fourth and as a Republican
to the Thirty-fifth Congresses (March 4, 1855 – March 3, 1859).
He was an unsuccessful candidate for reelection in 1858 to the Thirty-sixth Congress.
He resumed the practice of law in Juneau, Wisconsin, where he died August 18, 1865.
He was interred in Juneau Cemetery.
