Carlos Medina is the son of Carlos Medina Torres and María del Carmen Plascencia Fonseca. He graduated with a bachelor's degree in chemical engineering and a master's degree in business administration from the Monterrey Institute of Technology and Higher Studies (ITESM), where he worked as a professor from 1980 to 1981. In 1985 he joined the National Action Party and a year later was elected city councilor of León. Three years later he won the mayorship of the municipality.
