In December 2009 he was handed the position of Minister for Social Justice and Local Government in Carwyn Jones' cabinet. Speaking to the Flintshire Chronicle, Mr. Sargeant said, "I was honoured when our new First Minister, Carwyn Jones, asked me to join his Cabinet and take up the important role of Minister for Social Justice and Local Government.
This is the first time a North Walian has held this portfolio, and so I hope to bring my local knowledge to the role and to ensure that the Welsh Assembly Government continues to be visible to people in North Wales".
In June 2011 he dismissed the three commissioners of the Local Government Boundary Commission for Wales
, stating that the body "has lost the confidence of its stakeholders". The two who were also members of the Boundary Commission for Wales also resigned their posts there, leading to the start of the Sixth Periodic Review of Westminster constituencies
being delayed in Wales.
Carl currently resides in Connah's Quay, North Wales.
