It is formerly known as Panay State Polytechnic College, with campuses scattered across the whole province. In its conversion to university level, it incorporated other state colleges in the province and unite forces to become a strong university. The flagship courses are in agriculture, teacher education and engineering. It has a strong graduate school programs that provided the professional force of the province advanced education in their respective area of profession.
