Following the exit of HSLS and IDS from the ruling coalition, the cabinet was reconstructed. Most HSLS and IDS ministers were replaced by SDP ministers, while others were replaced by politicians from HSLS splinter party Libra which was formed by HSLS members who supported the government and disagreed with HSLS chairman Dražen Budiša

's decision to leave the coalition. The third liberal party Liberalna stranka (LS), which was established earlier in 1997 by Vlado Gotovac as another HSLS splinter party, also chose to stay in the coalition.
