While leader of the Queensland Liberal Party and Shadow Treasurer, Flegg expressed concern about the size of the Queensland State Government's borrowings, some 18 months before the State lost its AAA credit rating.

On 4 December 2007, Bruce Flegg stood aside as leader of the Queensland Liberal Party. Following the formation of the Liberal National Party he was given the position of Shadow Minister for Education by LNP leader John-Paul Langbroek
