In the fall of 1986, Mintz played Hank in the pilot episode of Degrassi Junior High

, which debuted in January 1987, although his character was subsequently written out when the series was picked up. In 1996, Billie wrote "Dancing With the Fool" about his experiences and relationship with 69 year-old native Incan dancer, named Raul. The play was produced at the Tarragon Theatre

In 1999, Mintz founded ARC to identify social issues and raise awareness with media.

Mintz is currently the Director of ARC Institute and works with foundations and non-profit organizations to blend filmmakers with corporations and charitable organizations on humanitarian issues that "help heal the community" through media and storytelling.
