, B5's Security Chief and an old friend, who enters Garibaldi's quarters and finds him drunk. Garibaldi successfully pleads with Allan not to report his drinking problem to Sheridan, and Allan, knowing that such a report might end Garibaldi's career, agrees to help him. However, Garibaldi's alcoholism has devastating consequences when he passes out drunk and thus fails to hear a warning from his intelligence officers. They report that several Centauri supply ships, escorted by Centauri warships, are trying to run the blockade near Drazi space. The Drazi are moving to intercept them. When Garibaldi fails to warn Sheridan, the Drazi engage the Centauri in a fierce battle. Soon afterwards, the angry Drazi ambassador to Babylon 5, accompanied by other alien ambassadors, goes to Sheridan and demands the protection of the Alliance's White Star fleet. When Sheridan is unable to talk them out of their demand, he angrily agrees to declare war on the Centauri.

On Centauri Prime, the outbreak of war leads the Centauri ministers to demand that G'Kar, as a representative of an enemy government, be placed in prison. When Londo angrily states that G'Kar is his guest, the ministers throw Londo in prison along with G'Kar. Staring out of their prison window at night, Londo and G'Kar watch as Centauri warships patrol the skies over the now-embattled Centauri homeworld.
