  • 27 October, on the first anniversary of his seizure of power, Ayub Khan announces the system of Basic Democracies, comprising 80,000 Basic Democrat Wards.

December

  • The first step of elections to the Basic Democrat units were held in both wings of the country. The elected members formed an Electoral College to elect the members of the provincial and national assemblies.
