Short changed on beer

Has anyone out there noticed that the amount of cask beer in their delivered barrels is not as much as it should be?
Having dipsticked a firkin barrel when we came into the pub business 8 years ago, a 9 gallon cask contained about 74 to 76 pints. Now we are seeing between 68 and 74. As we are still paying for a full compliment which should include some extra for 'fretting' etc. our profit margins are taking a rather large hit. After having spoken to our county weights & measures office it seems that there is no requirement for brewers to label the barrel with exact measurements of contents.
Any similar experiences from this forum would be appreciated.
