Money was "escrowed" for our subdivision's fire hydrants as was required by the county (in TN). But the water utility will not put them in. A hydrant is 8/10 mile away on a six inch line. The the line drops down to 4" in front of our subdivision. How can I force the water utility to install smaller hydrants since they won't up-size the line fron 4" to 6"? I've seen smaller hydrants before. Small is better than none.
