Is it possible to levitate a ball by covering it with magnets all with north facing outward. then make a ring of magnets with north facing up. then to keep it still put one magnet in the center of the ring with south facing up? (btw superglue all the magnets)

In short...no! largely for two reasons, magnets arranged in like pole orientation such as you described tend to weaken and neutralize each others magnetic fields, also as dictated by Earnshaws theorem, regardless of the orientation you will never find a purely static magnetic balance point! would be neat if it could work though!
