I live in phoenix az, just put my almost 2 year turtles outside in a plastic pool filled with dirt. I came home today to find them foaming at the mouth and panting like. They have water and a shelter from the sun, is it too hot for them? I put them in front of the fan 20 minutes agao and neither will leave that spot. They seem to be ok but am very worried, never seen them foam at the mouth before.

I also live in Phoenix & I aquired a 2 yr old African tortoise this summer.
Mine has never dug a hole. I let him roam my acre yard. He found a cool spot to lay during the day under bushes by my house with no sunlight on him. If they would not move from the fan & quit foaming, I think it was too hot.....but I'm not an expert. I'm still trying to figure things out too...like is it too cold for them outside at night in this winter weather.
