I have recently painted my cement walls in my home. The cement has cured for at least one year. So my problem is on the inside wall upstairs there seems to be a white powdery substance coming thru the paint. Now this is in different parts of the wall not the whole wall. I did put neutraliser on the wall wiped it off and put 2 coats of water base paint. So I dont understand where this white bubbly stuff is coming from. I also have a problem in our bedroom walls after I primed and started to paint I had a bunch of bubbles, why did they show up? After the paint dried the bubbles went away. Can you help me??? I live here in the Philippines
