The Secretariat and his staff served as a civil service for the League. They were also responsible for preparing the agenda used by the Council and Assembly.

The League Council acted as the executive body in charge of the League's affairs. There were four permanent members in the beginning, they were Great Britain, France, Italy and Japan.
