After his undergraduate education, Xia joined Dongbei University of Finance and Economics

Dongbei University of Finance & Economics is a state level university in Dalian, Liaoning Province, PRC.Located in the northeast of metropolitan Dalian and originally established in 1952 as Dongbei Institute of Finance & Economics , it is one of Dalian's oldest modern universities, and it is home to over 20,000 students....
 (DUFE) of Dalian and became a teaching assistant, where he spent his pre-political years. He completed his masters and doctoral degrees at DUFE's finance department, and then served as the department's deputy dean and associate professor. Xia later became DUFE's vice-president (of supervision), while teaching as a professor and mentor for doctoral students. Not long after his eventual step-up as the president of the DUFE, Xia's political career took off.

In 1999, Xia was appointed as the deputy mayor of . He later served as (in chronicle order) a member of the standing committee of the CPC
