Goode was born in Twickenham, Middlesex and attended Oakham School and Worcester College, Oxford.

He was called to the Gray's Inn as a barrister and served in the Singapore Volunteer Corps

 during World War II. He was imprisoned from 1943 to 1945 and forced to work for the Death Railway in Thailand by Japanese forces.

In 1931 he joined the then Federated Malay States and later in the Malayan Civil Service.

He was Assistant Financial Secretary in Singapore 1939 and Economics Secretary in 1948.
