The University System of Ohio is the public university system of the state of Ohio. Legally unified under Governor Ted Strickland in 2007, the University System of Ohio is governed by the Ohio Board of Regents. The University System of Ohio comprises all of Ohio's public institutions of higher education: 13 four-year state universities, 24 branch and regional campuses, 23 two-year community colleges and technical colleges, and one public medical college, as well as Adult Workforce Education (AWE) and Adult Basic and Literacy Education (ABLE) programs. The AWE and ABLE programs were transferred from the Ohio Department of Education to the Ohio Board of Regents on 1 January 2009, to provide a flexible system of higher education that will improve services while reducing costs to students. The total annual enrollment of University System of Ohio institutions is over 478,376 as of Fall 2008, ranking as the largest public university system in the United States. ==Strategic plan== Former U.S. Representative Eric Fingerhut was appointed by the Ohio Board of Regents as the first chancellor of the system and was tasked by Strickland with formulating a ten-year strategic plan for the overhaul and restructuring of Ohio's public system of higher education. The plan was released to the public on March 31, 2008. Included in the strategic plan is the Ohio Skills Bank (OSB) initiative. The OSB will match academic and skills training with industry demand within Ohio's twelve economic development regions. The OSB is an important step in the goal to make higher education a principal driver of Ohio's economic growth and prosperity over the next 10 years. A plan for accountability has also been established which includes 20 "measurements for success" to determine the success of the USO strategic plan. ===University Main Campuses=== * The University of Akron — Akron * Bowling Green State University — Bowling Green * Central State University — Wilberforce * University of Cincinnati — Cincinnati * Cleveland State University — Cleveland * Kent State University — Kent * Miami University — Oxford * Northeast Ohio Medical University (NEOMED) — Rootstown * Ohio State University — Columbus * Ohio University — Athens * Shawnee State University — Portsmouth * University of Toledo — Toledo * Wright State University — Dayton * Youngstown State University — Youngstown ===University Regional Campuses=== * Ohio State University Agricultural Technical Institute * The University of Akron — Wayne * Bowling Green State University — Firelands * University of Cincinnati Clermont College * University of Cincinnati Blue Ash (Formerly Raymond Walters College) * Kent State University — Ashtabula * Kent State University — East Liverpool * Kent State University — Geauga * Kent State University — Salem * Kent State University — Stark * Kent State University — Trumbull * Kent State University — Tuscarawas * Miami University Hamilton * Miami University Middletown * Ohio State University at Lima * Ohio State University at Mansfield * Ohio State University at Marion * Ohio State University at Newark * Ohio University — Chillicothe * Ohio University — Eastern * Ohio University — Lancaster * Ohio University — Southern * Ohio University — Zanesville * Wright State University — Lake Campus ===Two-year community colleges and technical colleges=== *Belmont Technical College — St. Clairsville and Cadiz *Central Ohio Technical College — Newark *Cincinnati State Technical & Community College — Cincinnati *Clark State Community College — Springfield and Beavercreek *Columbus State Community College — Columbus *Cuyahoga Community College — Cleveland *Eastern Gateway Community College — Steubenville *Edison Community College — Piqua *Hocking College — Nelsonville *[[James A.
