Painted red, white, and blue, the ride itself was scheduled to take the place of the Giant Wheel during the park's $4 million update to the park's Carousel Circle area. The year before, a GTP photo location was built to handle on-ride photos from the ride.

In December 2004, it was canceled, and the ride manufacturer was taken to court. Later, it was revealed that the company tried to raise the price from 2 million to 3 million, based on an increase in the cost of steel. The next year, the Carousel Circle themed area opened as Founder's Circle, and two classic rides, Balloon Flight and Starship America, were refurbished, and placed where Turbulence would have been installed.
As of September 2007, Interactive Rides has not officially built this variant of coaster.
