 and Freeman Fox & Partners he set up his own consultancy practice in 1977. He acted as a consultant to the World Bank from 1979 to 1985. He joined the World Bank as a staff member in 1986. In 1992, he became the Assistant to the Vice President for Environmentally Sustainable Development and started the World Bank Spiritual Unfoldment Society. From 1995 to 1997 he conducted an inquiry into values at the World Bank.
Throughout this period (from 1967 to 1997) Barrett spent most of his spare time studying Psychology, Spirituality, Physics, and Personal Transformation.

In 1995 he published A Guide to Liberating Your Soul. He left the World Bank in 1997 and created the management consulting firm of Richard Barrett & Associates (which became the Barrett Values Centre in 2007). The purpose of this organization was to "provide consultants, change agents and human resource professionals with tools and techniques for assessing their values and implementing organizational transformation."

In 1998, he published Liberating the Corporate Soul: Building a Visionary Organisation, in which he described the Seven Levels of Consciousness model and the values mapping instruments known as the Cultural Transformation Tools. He also introduced the concept of the Seven Levels of Leadership Consciousness.

From 1986 to 1999, Barrett lived in Alexandria, VA, USA. In 1999 he moved to Western North Carolina in the vicinity of Asheville.
From 2005 to 2007 he spearheaded an inquiry into Whole System Change in organisations. The results of this inquiry are presented in Building a Values-driven Organisation: A Whole System Approach to Cultural Transformation, published in 2006. In this book he showed how the Cultural Transformation Tools had been used to transform the cultures of organisations. He also introduced the concepts of cultural entropy, and personal entropy and showed how they could be measured.

Barrett said, "...more and more companies making some form of contribution to society. They have discovered that making money and making a difference are mutually supportive goals. When companies care about their employees, the local community and society, their employees, the local community and society care about them. The dynamic that I was measuring was simply the wisdom of the golden rule: do unto others as you would have them do unto you, or, as I prefer to describe it, the energy you put out into the world is the energy you get back. This is particularly true with regard to employees."

From 2002 to 2009, he developed the concept of Three Universal Stages of Evolution based on a more inclusive definition of the concept of consciousness. This theory is presented in The New Leadership Paradigm, a leadership text book for 21st century leaders. The New Leadership Paradigm was published in 2011. This book is part of integrated learning system with a Web site and downloadable learning modules for leading self, leading a team, leading an organisation and leading in society. Other concepts introduced in this book include the Seven Levels of Motivation, The Seven Levels of Identity, the Seven Levels of Happiness, and the Six Modes of Decision-Making.

During the period 2001 to 2007, Barrett experimented using the Cultural Transformation Tools to map the values of nations. Between 2007 and 2010, these tools were used to map the personal values, current culture values, and the desired cultural values of a statistically valid sample 12 nations and several communities. In many of these nations the results of the values assessments have been used to begin nation-wide dialogues on values. In Latvia and Iceland the results of the values assessments have been instrumental in reorienting public policies.
From June 2009 to September 2010, Barrett moved to Hull to care for his mother who died aged 100 in August 2010. Barrett now lives in Bath, UK.

Seven Levels of Consciousness

The Seven Levels of Consciousness Model describes the evolutionary development of human motivations. The model draws on the work of Abraham Maslow and Vedic Science.
Barrett’s model of human consciousness is portrayed as two triangles (the upper one inverted) around a circle that represents the shift from ego-based motivations to soul-based motivations. The lower triangle represents the basic needs of the ego; what Maslow called “deficiency needs” – survival, relationship and self-esteem. The physiological needs are subsumed under survival consciousness. The upper triangle represents the needs of the soul (different levels of self-actualization); what Maslow called “Growth Needs” – internal cohesion, making a difference and service.

Individuals and human group structures (organisations, communities, and nations) can operate at multiple levels of consciousness at the same time. However, individuals and groups always evolve and grow by progressing from the lower to the higher levels. Each level brings a new and expanded sense of meaning to life and a more integrated perspective. The model follows Ken Wilber’s concept of levels or stages of development. the levels or stages of In addition to the Seven Levels of Personal Motivation/Consciousness, described below, the model has also been used to describe the Seven Levels of Identity, Happiness, Organisational Consciousness, the Seven Levels of Community Consciousness and the Seven Levels of National Consciousness.

Level 1: Survival Motivation

The first level of human motivation is concerned with the need for physiological survival. We need clean air, food, and water to keep our bodies alive and healthy. We also need to keep ourselves safe from harm and injury. The motivation or our ego at this level of consciousness is self-preservation. Whenever we feel threatened or insecure physically or economically, we shift into survival consciousness.

Level 2: Relationship Motivation

The second level of human motivation is concerned with relationships that engender a sense of emotional belonging. As young children, we learn very quickly that, if we don’t belong, we cannot survive. We also learn that, in order to belong, we need to be loved. When we are loved unconditionally, we develop a healthy sense of relationship consciousness. We like ourselves because we grew up feeling loved for who we are.

Level 3: Self-esteem Motivation

The third level of human motivation is concerned with self-esteem and self-worth. We need to feel good about ourselves and respected by others, not just our immediate family, but our peers. We build a healthy sense of self-esteem when we are young by spending quality time with our parents and receiving praise and acknowledgement from them. This includes praise for trying, not just for winning. People with a healthy sense of self-esteem take pride in themselves and their performance.

Level 4: Transformation Motivation

The fourth level of human motivation is concerned with managing, mastering, or releasing the subconscious fears that keep you focused on the first three levels of consciousness and the search for your true authentic self. It is about understanding who you are as a separate unique individual without your parental and cultural conditioning. It is a time for expressing yourself without fear, and it is a time to start the process of uncovering your soul.

Level 5: Internal Cohesion Motivation

The fifth level of human motivation is concerned with finding your meaning in existence by uncovering your soul purpose. At this level of conscious, we focus on finding an answer to the question, “Why am I here in this life, in this body, and in this situation?” For some, this may appear to be a daunting inquiry. For others, those who were gifted with a particular talent, it may be obvious. If you are not sure or don’t know your soul purpose, simply focus on what you love to do, follow your joy, develop your talents, and pursue your passion. This will eventually lead you to where you need to be to fulfil your destiny.

Level 6: Making a Difference Motivation

The sixth level of human motivation is to make a difference in the world that surrounds you. It is pointless having a purpose that gives your life meaning if you don’t do anything about it. You quickly learn that the difference you can make is much bigger if you collaborate with others who share a similar purpose or are aligned with your cause. This is where all the work you have done in learning how to manage, master, or release the emotions associated with your subconscious fear-based beliefs pays off. The more easily you are able to connect and empathise with others, the easier it is to collaborate.

Level 7: Service Motivation

The seventh level of human motivation is selfless service to the cause that is the object of your soul purpose. This occurs when making a difference becomes a way of life. You are now fully imbued with your soul purpose and living as a soul-infused personality. You are at ease with uncertainty. You will need time for quiet and reflection. You embrace humility and compassion, and you live and breathe your purpose every moment of your day. You know there is nothing else for you to do with your life. Your ego and your soul are completely merged.

Cultural Transformation Tools

The Seven Levels of Motivation/Consciousness model has been developed into an assessment instrument by recognising that every human value or behaviour is driven by a specific ego or soul need. By asking people to pick ten values that are important to them (personal values), ten values that represent the culture of the group they associate with (current culture), and ten values that represent the values they would like to see in the group (desired culture), it is possible to find out which levels of consciousness people operate from, which levels of consciousness are reflected in the group and the which levels of consciousness the people involved would like to see the group operate from.

Cultural Entropy

When the degree of dysfunction or disorder in a human group structure is high, due to factors such as excessive control, caution, confusion, bureaucracy, hierarchy, internal competition, blame, and so forth, the amount of energy citizens/employees have to expend to maintain normal functioning increases. This additional energy is called cultural entropy because the disorder in the system is due to cultural factors. The energy expended in this manner is unavailable for value-added work.
Thus, we can determine the amount of energy available to a human group structure by the following equation:
Eo = Ei - En- CE
Eo is the energy available for doing value-added work (output energy).
Ei is the energy employees normally bring to work (input energy).
En is the normal amount of employee energy needed to keep the system functioning when everything is going well (normal overhead energy).
CE is the amount of cultural entropy (dysfunctional energy)

Personal Entropy

Personal entropy is the amount of fear-driven energy that a person expresses in his or her day-to-day interactions with other people. It is a measure of a lack of personal mastery skills. Fear-driven energy arises from the conscious and subconscious fear-based beliefs of the ego. Positive energy arises the soul’s way of being in the world and reflects the values of love and connection. When the beliefs of the ego are out of alignment with the values of the soul, we lack authenticity.

Measuring Personal and Cultural Entropy

Cultural entropy can be assessed using the Cultural Transformation Tools by determining what percentage of the values in the current culture of human group structure are identified as negative or potentially limiting.
Similarly, Personal Entropy can be assessed in an individual by determining what percentage of the values that person displays are judged to be negative or potentially limiting by people who are closely associated with that individual on a daily basis.

Universal Stages of Evolution

Barrett has identified three universal stages of evolution that apply to all levels of being—atoms, cells, and Homo sapiens, and their group structures (molecules, organisms and social group structures such as organisation, communities and nations). The three stages are:
  • Stage 1: Individual entities learn how to become viable and independent in their normal framework conditions.
  • Stage 2: As an individual entity’s framework conditions become more complex and threatening, it learns how to increase its resilience by bonding with other compatible entities to form a group structure.
  • Stage 3: As a group structure’s framework conditions become more complex and threatening, the group structure learns how to increase its resilience by cooperating with other similar and compatible group structures to form a higher order entity.

The three stages of evolution correspond to the seven levels of consciousness. Stage 1 corresponds to the first three levels: Stage 2 to the fourth and fifth levels, and Stage 3 to the sixth and seventh levels.

Six Modes of Decision-making

As individuals progress through the three stages of evolution they use increasingly sophisticated modes of decision making. During Stage 1 they operate with instincts, sub-conscious and conscious beliefs. During Stage 2 they operate with values. During Stage 3 they principally operate from intuition and inspiration.

Leadership Development

Barrett has developed a New Leadership Paradigm leadership development learning system based on the universal stages of evolution and the seven levels of consciousness model. It consists of a book, a Web site, and learning modules for Leading Self, Leading a Team, Leading an Organisation, and Leading in Society.
