Chile

Chile, officially the Republic of Chile , is a country in South America occupying a long and narrow coastal strip wedged between the Andes mountains and the Pacific Ocean....

The shorter period (before the 2005 amendments the term was six years) allows for parliamentary and presidential elections to be synchronized. This is not unique: France reduced its presidential terms in 2002, from seven to five years, for the same reason.
