Delegate Hogan served on the Environmental Matters Committee during his term in the Maryland House of Delegates

. He was also a member of the Maryland Rural Caucus, the Republican Legislators Committee, the Maryland Legislative Sportsmen's Caucus from 2003 until 2007, and the Maryland Veterans Caucus from 2006 until 2007.

In addition to his legislative work, Delegate Hogan has been a member of the Steering Committee for the Frederick County Drug Treatment Court since 2003. He was on the Board of Directors of the Metropolitan Washington Council of Governments http://www.mwcog.org/ in 2003. Finally, he was a member of the Task Force on Business-Owner Compensation in Condemnation Proceedings from 2004 until 2005.
