The film was first announced by Bay after the release of Transformers: Revenge of the Fallen

While doing press for Dark of The Moon, Bay said that Pain & Gain would be his next project and that it would have a budget of $20 million, making it the director's smallest budgeted film since his first movie, Bad Boys
