The Foundation’s solution is to encourage new systems of global governance that include business societies and civil societies in the decision-making process. It has chosen to include these sectors of society because they often have truly global mandates. Background

It was founded in 2008 by Marcel Arsenault, a business entrepreneur with significant non-profit experience via his two other foundations, "Secure World Foundation" and the "Arsenault Family Foundation". OEF began operations in January 2009. Primarily an operating foundation, OEF works on a variety of projects, which it supports through research and case studies. One of their research papers, which outlines their philosophy, was presented to the United Nations University
