Gender differences

Men and women are subject to different standards of modesty. While both men and women, in Western culture, are generally expected to keep their genitals covered at all times, women are also expected to keep their breasts covered. However, images of naked soldiers became somewhat acceptable for mainstream consumption during WWII, with publications such as Life magazine showing photographs of them bathing and advertisements depicting this in cartoon form. High-school age boys began to swim in the nude in many schools during this time as well, a practice that was abandoned in the 1970s. Additionally, the dictates of fashion and societal norms, some body parts are expected to be more covered by men than women, e.g. the midriff

In 1992, New York State's highest court accepted 14th Amendment arguments and struck down the provision in New York's Exposure of the Person statute that made it illegal for women to bare their chests where men were permitted to do so.

The emergence of homosexuality as a mainstream sexual orientation has prompted an increase in modesty in same-sex situations, such as changing rooms. In America, the majority of group showers are being converted to individual stalls complete with curtains. This process is seen in military and civilian settings. Many students no longer shower after exercise . Research has shown a dramatic decline in same-sex sexual activity among adolescent males that correlates with the increasing social visibility of gays and the increasing level of modesty. Related factors are the increasing emphasis on ideal male physiques shown by advertisements of companies such as Abercrombie & Fitch and concern over being photographed and videotaped.

Traditional indigenous modesty

Religious traditions of modesty


Religion has always had a strong influence on peoples' attitudes to issues of modesty.

Pentecostal & Apostolic Modesty

One of the main principles governing Pentecostal and Apostolic modesty is derived from the biblical verse: "The woman shall not wear that which pertaineth unto a man, neither shall a man put on a woman's garment: for all that do so [are] abomination unto the LORD thy God." (Deuteronomy 22:5). In view of this pants are considered an abomination and are not accepted as feminine apparel. Skirts are worn for any activity including recreation, swimming, farming, and mountain-climbing. However, even the length of skirts worn often vary, depending on location and culture but it is generally agreed upon that skirts should be a minimum of knee-length, though some may go as far as dictating a minimum of 3 inches below the knee. The basis for this is that the thighs are considered nakedness (Exodus 28:42) and as such should not be exposed whether one is standing or seated.

This rule applies for both Pentecostal & Apostolic men and women. It would therefore be unacceptable for a man to wear training shorts or swimming trunks in public (even at the beach). Upper bodies (especially from the shoulder down) are covered for both women and men. Women are not allowed to go sleeveless or have short sleeves. Some congregations even have required sleeve lengths for women, such as 4 inches from the shoulder or up till the elbow. Men are often not allowed to take off their shirts or reveal their upper bodies even at swimming areas or the beach. Mixed swimming is also strongly prohibited.

Women are also to possess long, uncut hair and it would be a common sight to see women with knee-length and even ankle-length hair in Pentecostal circles. (1 Corinthians 11:3-15). Conversely, men are required to have short hair, based on the same verses. Some Pentecostal churches also require men to be clean-shaven, prohibiting moustaches, goatees and beards.

Make-up and jewelery are also prohibited (1 Timothy 2:8-10, 1 Peter 3: 1-5), although the extent to which something is defined as make-up is not standardized. As a result of this, face powder or even foundation make-up may be accepted by several congregations. Piercings are universally not accepted.

The above, along with prohibitions involving television, bodily vices (smoking, gambling, sexual immorality and alcohol comsumption), secular music, organized sports, homosexuality and all matters pertaining to inward holiness, constitute the self-proclaimed "Holiness Standards" of the Pentecostal and Apostolic churches.
