Tempest edited the book The Future of the NHS (published in 2006 (ISBN 1-85811-369-5) by xpl Publishing) following her own experiences within the organisation and in particular through her admiration for the staff and in the hope of improving the service for her patients. It brought together 44 leading experts in the fields of health care, politics and policy making and is now used as a Parliamentary reference text.

Her second treatise (with Tim Kevan) resulted in Why Lawyers Should Surf, which was reviewed by The Independent
