He was a poet determined to live to love his city, a creator of a conjugated lyrical landscape epic. He used an extensive vocabulary, was eloquent and used a wide range of literary styles. He was a lover of the classics, many of his compositions are subject to the measure, to rhyme and rhythm. He was a fan also of Romanticism. In subsequent stages his work seeks freedom, more emphasis on inspiration, and defends the feeling, imagination, idealism, patriotism.

Among his works are: "Bucólicas y Una Vida Simple"; "Cuadernos Culturales"; "Letras del Ateneo del Chimborazo"; “Sobre el Pomo de la Tierra” y “Exiliado en el verso”.

Luis was the descendant of patriots and idealist fighters, son of Don Luis Costales Arsecio Cevallos and Dona Esther Cazar Lucia Chavez. By 1927, occurs in Riobamba

His childhood and youth were spent sandwiched between farms that were owned by his parents: Maguazo, LANL, Ocpote, La Quinta Florida and San Pablo. Of all these emotions stored in your heart effervescent pleasant family moments: intimate gatherings in the light of candles, which privileged the voice of his father's stories with historical anecdotes, sometimes and other classic novels and short stories.

Once, when passing a horse for a nearby church, first hears the tolling of a bell, and his age, he thought it was a divine manifestation, so he decides to write his first poem. That sound, most joyous, etched forever in his soul.

In 1932 he made his first year of study at the Simon Bolivar School of Riobamba.

For the second year of study he joined the St. Thomas the Apostle School Riobamba (STAR), managed by the Salesian Fathers, which retain the message of the charisma of Don Bosco, and painting classes taught by the priest José Italian Ferraris.

The Bohemian Café was a place to share moments of friendship and exchange papers which were read, admired and criticized by the participants, all accompanied by the superb piano performances, the renowned composer and master Uberto Santacruz. Contact with literary personalities of the time, he inspired his approach and unblemished passion for the arts.

At the age of 23 years, two years before finishing his college career, gets married the distinguished lady riobambeña, Aida Dona Violeta Moncayo Teran; then obtained his Ph.D. in International Law, whose thesis was acclaimed and rests in the archives of Central University.

Still in Quito, happily notes the arrival of their first son, Luis Eduardo, and back to his beloved city, that of her daughters and son: María del Pilar, Carlos Rodrigo, Lucía Elena, Lourdes Jacqueline Susan and Nancy.

Political career

By popular election, Councillor of the Canton reaches Riobamba in 1962, in 1963 was appointed Director of Chimborazo Province in the same year, serving as chairman of the agency branch, currently equivalent to prefect, a position that years later he would take his Costales first son Luis Eduardo Teran. Then, by the year 1967 serving as head of the presidential campaign of Dr. Andrew F. Cordova, who fondly called "Lluro Cordova, his close friend.
Upon termination of the Liberal Party, following the signing of the famous "Pact bite," comes the Democratic Left, first as an independent movement. In the year 1970 was made the first convention of this movement in the city of Quito, Luis Alberto Costales which would be his first National President. It should be noted that Luis Alberto Costales was one of those few politicians pure, remaining in the country, never prevailed in it, personal interests, compromises and agreements that were at the expense of his dignity, he always repeated the following:If I die I'm dying but standing with head held high and with that on my head penachito called Dignity. The poet devotes himself to the necessities of the word, thought, and deep reading of philosophical knowledge, this is where navigating the seas of inspiration to create an outstanding literary work in which the purest feelings predominate .

 can not escape then, in July of that same year, the Casa de la Cultura Benjamin Carrión Chimborazo core, decide publishing his book " On EarthKnob "event at which it also receives a tribute, by some institutions and cultural organizations in the city.

Spend their last eight months of life in this beloved city, under the care and affection of his family and friends. Finally, the first of February 2006, closing the pages of his life and with them the window of his "Office of Illusions".
