L. E. Emerson was the Colony of Newfoundland's Commissioner of Defence from 1939 until 1945. Commissioner Emerson was responsible for organizing liaisons with the Canadian and American occupation forces during Newfoundland's "Friendly Invasion". he even travelled to London to attended negotiations for the Leased Bases Agreement, which gtanted the United States 99-year leases to military bases in Stephenville
