Moghalu is the author of two books, Global Justice (Stanford University Press, 2008) and Rwanda's Genocide (Palgrave Macmillan, 2005), as well as numerous articles on law, development, political economy and public policy in journals and newspapers around the world.

Early life

Moghalu was born to Isaac Moghalu, a Foreign Service Officer in the Ministry of Foreign Affairs of Nigeria, and Vidah Moghalu, a teacher. His early childhood was spent in Geneva, Switzerland, and Washington DC, USA where his father served on diplomatic postings. The family returned to Nigeria in the late 1960s.

In 1991 Moghalu attended graduate studies, as the Joan Gillespie Fellow, at Tufts University's Fletcher School of Law and Diplomacy in Medford, Massachusetts, USA, where he obtained a Master of Arts degree in 1992.

He served as a member of the Risk Management Committee of the Global Fund, and on the Senior Management Group, which sets corporate policy and strategy for the international public-private partnership development finance institution.

Moghalu was appointed as a member of the Redesign Panel on the United Nations Internal Justice System in 2006, which undertook a comprehensive evaluation and redesign of the transparency, accountability and regulatory compliance systems within the UN as part of major management reform of the United Nations.

Post UN

The Senate of Nigeria's National Assembly confirmed the nomination of Dr. Moghalu as Deputy Governor of the Central Bank of Nigeria on 27 October 2009.
