Between 1958 and 1975, João Havelange served as the president of the Confederação Brasileira de Desportos (Brazilian Sports Confederation, CBD) and between 1955 and 1963, he was a member of the Comitê Olímpico Brasileiro (Brazilian Olympic Committee).

The Brazilian Football Confederation (CBF) was founded only on September 24, 1979, after decoupling from the CBD, which had been created on August 20, 1919. The separation occurred because of an edict from FIFA, which demanded that the national authorities of their countries members should only be in charge of football. But that was not the case of CBD, which was a multi-sport organisation.

In 2011, Jennings told Brazil's Senate that Joao Havelange may have amassed $50m or more in bribes through a front company called Sicuretta.
