Eight days later, on February 28, 1969, came the events for which Kerry was awarded his Silver Star. On this occasion, Kerry was in tactical command of his Swift boat and two others. Going a short distance farther, Kerry's boat was the target of an RPG round; as the boat beached at the site, a VC with a rocket launcher jumped and ran from a spider hole. While the boat's gunner opened fire, wounding the VC on the leg, and while the other boats approached and offered cover fire, Kerry jumped from the boat and chased the VC and killed him, capturing a loaded rocket launcher.

 George Elliott, joked to Douglas Brinkley in 2003 that he didn't know whether to court-martial Kerry for beaching the boat without orders or give him a medal for saving the crew. Elliott recommended Kerry for the Silver Star, and Zumwalt flew into An Thoi to personally award medals to Kerry and the rest of the sailors involved in the mission. The Navy's account of Kerry's actions is presented in the original signed by Zumwalt. The engagement was documented in an after-action report, a press release written on March 1, 1969, and a historical summary dated March 17, 1969.

On March 13, 1969, five Swift boats were returning to base together on the Bay Hap river from their missions that day, after a firefight earlier in the day (during which time Kerry received a slight shrapnel wound in the buttocks from blowing up a rice bunker), and debarking some but not all of the passengers at a small village. They approached a fishing weir (a series of poles across the river for hanging nets), so that one group of boats went around left, hugging the shore, and a group with Kerry's 94 boat went around right along the shoreline. A mine was detonated directly beneath the lead boat, PCF-3, as it crossed the weir to the left, lifting PCF-3 completely into the air.

According to the documentation for the event, Kerry's arm was injured when he was thrown against a bulkhead during the explosion. PCF 94 returned to the scene and Kerry rescued Rassmann from the water. Kerry received the Bronze Star for his actions during this incident; he also received his third Purple Heart.

After the crew of PCF-3 had been rescued, and the most seriously wounded sailors evacuated by two of the PCFs, PCF 94 and another boat remained behind and helped salvage the stricken boat together with a damage-control party that had been immediately dispatched to the scene.
Swift Boat Veterans for Truth Controversy and Challenge

As the presidential campaign of 2004 developed, Kerry produced an enlarged photo backdrop of himself and Swift Boat officers with whom he served in Vietnam, along with a personally made super-8 video of himself in ground combat uniform walking through jungle foliage, together with invocation of Kerry's "Band of Brothers" campaign slogan. The majority of Naval officers in that photo backdrop were offended by Kerry's use of images of themselves in uniform, with the implication that they endorsed Kerry's candidacy. The Swift Boat veterans united to publicize the truth. They joined with approximately 200 Vietnam veterans to form the group Swift Boat Veterans for Truth (SBVT), subsequently renamed Swift Vets and POWs for TruthSwift Vets and POWs for Truth

, which held press conferences, ran ads and endorsed a book questioning Kerry's service record and his military awards. SBVT members included two of Kerry's former commanding officers, Grant Hibbard and George Elliott. Hibbard and Elliott have alleged, respectively, that Kerry's first Purple Heart and Silver Star were undeserved. In addition, members of SBVT have questioned the merit of Kerry's other medals and his truthfulness in testimony about the war. Defenders of John Kerry's war record asserted that some organizers of SBVT had close ties to the Bush presidential campaign and that SBVT's accusations were politically motivated and false. One particular point of controversy was the fact that almost none of the swift boat veterans actually served with Kerry in Vietnam, or even met him.

Kerry, whose military record and anti-war activism during Vietnam was the target of the group's book and media campaign, sent Pickens a letter on November 16, 2007, accepting the challenge, requesting that Pickens donate the money to the Paralyzed Veterans of America should he succeed in disproving any of the SVPT claims . In response to Kerry's acceptance of the challenge, Pickens issued a letter the same day, narrowing the original challenge to the SVPT ads, and requiring Kerry to provide his Vietnam journal, all of his military records, specifically those covering the years after his active duty service, and copies of all movies and tapes made during his service. Pickens' letter also challenged Kerry to agree to donate $1 million to the Congressional Medal of Honor Foundation, if Kerry "cannot prove anything in the Swift Boat ads to be untrue." Kerry later accused Pickens of "parsing and backtracking" on his initial offer and wrote that "I am prepared to prove the lie and marshal all the evidence, the question is whether you are prepared to fulfill your obligation."

Boone Pickens has responded with a message stating "In reviewing your material, none of the information you provide speaks specifically to the issues contained in the ads,” he wrote, “and, as a result, does not qualify for the $1 million."

It was noted by United States war veterans that T. Boone Pickens himself never served in the United States military but chose to denigrate the honorable military service of Viet Nam War hero, Senator John Kerry.
