 since 1983 and founded an accounting firm in Western Pennsylvania. Maher has also taught courses at the Cambridge University International Symposium of Economic Crime.

Maher was first elected in 1997 the fill a vacancy in the House due to the death of Representative Al Pettit. He was successful in winning a full term in 1998 and has been re-elected to additional two-year terms in each even year since. He currently serves as Chairman of the House Agriculture Committee and is a member of the Standing Committee on Professional Licensure. From 2004 through 2006, Maher served as Speaker Pro Tempore. Maher's most notable legislative efforts have targeted government reforms. He authored the first advance in Pennsylvania's "Open Records Law" (also known as the "Right-to-Know Law") since the 1950s. To applaud this accomplishment, the Pennsylvania Newspaper Association awarded Maher its “Northrop Award for Open Government.” Another law authored by Maher ended Pennsylvania's dubious distinction as the only state in the nation that had no laws concerning lobbying. In 2009, Maher's proposal to prohibit lawmakers from being compensated by lobbying firms simultaneous with serving as legislators was adopted unanimously as a rule for the House of Representatives but then succumbed to a Democratic majority effort to rescind the measure minutes later with a vote largely along party lines.
