After the fall of the Khmer Republic on 17th April 1975, Sary made personal appeals to expatriates (the well-educated Cambodians who had survived the prison death camps, and had afterwards moved abroad and others who wanted to come back to Cambodia homeland) to help rebuild Cambodia. However upon returning to Cambodia, they were arrested on arrival, and thrown into brutal detention centres.
