 from 1907 to 1909 and was the 37th Governor of Missouri from 1929 to 1933. He received his law degree from Washington University Law school in 1895.

In 1931 Governor Caulfield founded the Missouri State Highway Patrol. During his term the states finances were severely hampered by the national depression. In 1933 at the end of his term the State Legislature, which was primarily Republican, attempted to Gerrymander the voting districts in order to assure some Republican representation in the next congress. Governor Caulfield was outraged by this act and vetoed the bill forcing all legislators to run at-large. The result was a 100% Democratic Legislature.
