Actually, he was well known as corrupt and ineffective. His governorship was marred by rampant police and highway patrol corruption that was so bad that the highway patrol had to be disbanded. Furthermore, while signing contracts worth millions of dollars for projects like the Khowst-Gardez road, none of the projects were started under his leadership after all the money "mysteriously" and repeatedly disappeared. He cared little for provincial politics and took the position of governor with no intentions other than abusing his power to steal as much American money as he could while accomplishing nothing for the betterment of his people.
