, and graduated from the Brooklyn Polytechnic Institute in 1865 and from Harvard University

 in 1869. He attended Columbia College Law School in 1869. He was admitted to the bar

 in 1870. He attended Exeter College (Oxford University, England) in 1870 and 1871. He then concluded the course at Columbia College Law School in 1873. Bartlett served as a member of the constitutional commission of the State of New York in 1890. He served as delegate to the Democratic National Convention at Chicago in 1892.
