In 1911 he was appointed a member of the General Staff
, and in 1917 became a member of the General Staff of the American Expeditionary Force
in Europe where he commanded the 165th Infantry Brigade
in 1918. While serving in France, he wrote: Principles of Military Training (1918). From 1918 to 1919 he was Director of Transportation in the American Expeditionary Force. In 1919 he served as chief of staff in the American
military mission to Armenia
. From 1926 to 1927 he commanded the 3rd Infantry Brigade. From 1932 to 1933, he served on the Lytton Commission investigating the Japanese military invasion and occupation of Manchuria. He was retired from the army in 1938, but recalled between 1941 and 1942 to serve on the Roberts Commission

After the war, he became the chairman of the Far Eastern Commission
