 who were not yet citizens at the moment of birth and thus were born outside the country. This category excludes children of US military citizens who were born in military bases outside the United States because those newborn babies are citizens at birth due to the status of their parents.

While the term immigrant is currently reserved to natural aliens (as opposed to alien corporations) in the United States in the current immigration debate—as in the approved term undocumented immigrant in lieu of illegal alien

-- before the recent controversy over the mainly Mexican migrants, the term immigrant would apply to foreign born Americans because had they been born in America, they would be native born. Thus, all foreign born Americans logically must have travelled from abroad to arrive in the United States. Therefore they are all immigrants. Many are classified as 'permanent residents' who reside legally as Green Card
