He was elected to the Fifteenth and Sixteenth Congresses (March 4, 1817-March 3, 1821). Whitmnan was a delegate to the convention in 1819 that framed the first State constitution of Maine. He was elected to the Seventeenth Congress from Maine and served from March 4, 1821, to June 1, 1822, when he resigned.

He served as a judge of the court of common pleas of Maine 1822-1841. He was an unsuccessful candidate for election in 1838 to the Twenty-sixth Congress. Whitman served as chief justice of the Maine Supreme Judicial Court
