He graduated from Meridian High School in Idaho, attended Graceland College in Iowa, received a Bachelor of Science degree from the School of Community Service and Public Affairs at the University of Oregon, and a master of arts in religion from Park University. Brock has done further studies at the Instituto de Filología Hispánica, Saltillo, Mexico; the Alliance Francaise, Nairobi, Kenya; Berlitz Language School, St. Louis, Missouri; St. Paul School of Theology and the Nazarene Theological Seminary, both in Kansas City, Missouri; and the Center for Creative Leadership, Greensboro, North Carolina.
A full-time minister since 1978, he was ordained as a president of seventy.
