In March 2009 Torres announced his candidacy in a letter to the New Paltz Times. He claimed that his main reason for running was his unique insight into how the district runs. He also stated on many occasions his goal of making the district green

On May 19, 2009 Torres was one of three candidates vying for three open seats, and was elected with 820 votes, defeating an incumbent by eighteen votes. He became the youngest elected official in the history of New Paltz, New York, and the youngest Latino elected to public office in the history of New York State. He was nineteen years and eight days old.
