Stein started leading FAIR in 1988, as its executive director. Before that, he was the executive director of the Immigration Reform Law Institute, a non-profit public interest law firm working to control illegal immigration

He has written many articles on immigration published in both scholarly journals and the popular press. He has testified in Congress on behalf of FAIR and spoken on immigration reform across the country. He graduated from Indiana University and received a law degree from Catholic University.
